Covers the employee record and what surrounds it: leave and its balances, shifts, payroll export, qualifications and onboarding programs.

onboard and offboard: onboard creates the employee and enrolls them in an onboarding program. offboard ends the employment, cancels the listed enrollments and unassigns the listed shifts, stopping at the first failure.

The helper returns a Result; each step is idempotent, so retrying after a partial failure is safe.
